The Soul Arbiter's Maze is a dungeon where each floor is a labyrinth.
In order to find your way through this place and encounter the Soul Arbiter himself in a final battle, you will have to know the ways to follow.
Defeating the Soul Arbiter is part of the quest "The Chancellor's Quarry that is given to Death after he is asked by the angel Nathaniel to bring a parchment to the Chancellor.

The right ways to follow are indicated in 10 Soul Arbiter's Scrolls (1 per floor) that are scattered in the realms.

In addition to these 10 Soul Arbiter's Scrolls you can also find 10 Soul Arbiter's Sacred Scrolls that reveal the secret passages leading to a treasure chest on each floor.

Technically, you don't really need to discover all the scrolls to reach the final floor, you simply need to know the ways to follow.
